House Bill 158

Constitutional amendment to abolish abortion in North Carolina

House Bill 158 is an abolitionist bill that was filed in the North Carolina General Assembly on February 25, 2021. The bill proposes an amendment to the North Carolina Constitution that would abolish abortion as murder in the state. If passed by the legislature, the proposed constitutional amendment will be placed on the ballot for ratification in the 2022 general election. If ratified by a majority of voters, the proposed amendment will become a part of the North Carolina Constitution, where it will abolish abortion state-wide and punish it as first-degree murder. Once part of the state constitution, this amendment cannot be lawfully overturned by court decisions, executive orders, or legislation, other than a new constitutional amendment.
